TRANSIT REVIEW COMPLETED (March 2003)

In Michael Fougere's January and February "Report on City Council", I wrote that the Regina Transit Service's proposals for new bus routes generated strong response from residents and community groups, not just in Ward 4, but across the City. I also mentioned that I had received petitions, letters, and calls from residents who oppose the proposed bus routes on Harding Street and Helmsing Street. Many residents also expressed concern about the bus route alterations that would see students having to transfer at Victoria Square Mall only to be dropped off on Victoria Avenue instead of College Avenue, near Miller High School and Balfour Comprehensive High School.

Over the course of receiving public input, the Transit Service received over 1,000 submissions and 18 petitions. Clearly Regina residents are concerned about Regina Transit Service's proposals. In response to this overwhelming public response, the Transit Service developed a new option, called Option D. In this option, it was recommended that the Community Services Committee adopt a transit route system very similar to the current transit routes now in place. For south east Regina, this option recommended that transit buses would not be placed on Helmsing and Harding Streets, and that the City retain the current, more direct bus routes to Miller High School and Balfour Comprehensive High School. This new option provides new transit service to the expanding business district along Quance Street.

On February 19, 2003, the Community Services Committee reviewed the proposed transit routes proposed by the Regina Transit Service. The committee adopted Option D. I am therefore very pleased that transit buses will not run on Helmsing Street and Harding Street. Also, the City would retain the more direct route for transit service to Miller and Balfour High Schools. In making this decision, Regina Transit Service also has agreed that in the future it would not recommend bus on those streets that had successfully petitioned against bus routes.

I know this decision is a great relief to so many residents along Harding Street and Helmsing Street. Also, parents and students will be relieved to know that the City will retain the more direct bus route to Miller and Balfour High Schools.

Attention cat owners...please make sure your cat does not stray from your backyard. The A.E.C.A. has had complaints about cats running free. We would like to remind you of the City of Regina By-law regarding cats.

5. An Owner shall not allow his or her cat to be at large.
"at large" means being on:

(a) public property unaccompanied by any person;
(b) public property accompanied but not under the complete control of a person by means of a leash; or
(c) private property without the permission of the owner or occupant of the property;

OPEN AIR FIRES (Bylaw)

Residents of Regina wanting to enjoy an open air fire in their back yard can now do so. With the changes, open air fires will be allowed, without a permit, provided they following certain requirements...

1. The fire is contained in a non-combustible receptacle made of cement, brick, clay, or sheet metal with a minimum 18 gauge thickness.
2. The size of the fire box of the receptacle is not larger than 0.61 metres, or two feet in any dimension.
3. The receptacle is covered with a heavy gauge metal screen with openings not exceeding 13 mm, or 1/2 inch.
4. Common sense is used in ensuring the fire is well away from anything combustible and adjacent buildings.
5. The fuel used for the fire is charcoal, cut seasoned wood, or manufactured logs. The burning of rubbish, garden refuse, hazardous material, or anything that generates black smoke or an offensive odour, including rubber tires, plastics, lumber treated with wood preservatives, or other similar materials is prohibited.

Open air fires not following the above requirements may be allowed with a permit. To obtain a permits, call the Fire Marshall's office at 777-7827.

For fires with or without a permit, the fire must be supervised and fires that are an unreasonable nuisance to another person must be extinguished. To prevent the spread of Dutch Elm Disease, DO NOT bring firewood in from outside the city limits.
